APPOINTMENT OF TWO NEW DISTRICT JUDGES IN HONG KONG
1.
The despatch from Hong Kong recommending the appointment of two members of the Hong Kong Bar to the district court bench mentioned in my minute of 30 July 1973 has now been received. This is Hong Kong despatch dated 22 August attached, the top copy of which, with enclosures, has been sent to the ODA for processing in the normal manner. They will presumably forward it to you.
2. One of the two recommended appointments is that of Mr Benjamin Liu. Paragraph 10 of the attached Hong Kong despatch suggests the might be difficulty in appointing Mr Liu as district judge in view of his application for appointment as a Queen's Counsel. The Hong Kong despatch implies that they have not received a reply to Mr Liu's application which was forwarded to us on 2 May. In fact Legal Executive Branch sent a despatch to the Governor of Hong Kong on 24 May (copy attached) sending Royal instructions for the appointment of Mr Liu as one of Her Majesty's Counsel for Hong Kong. If you agree, I suggest we should send a telegram to Hong Kong informing them of this and I attach a draft for your comments.
