1. I have, at last, run to earth the papers to which

I was referring about consulting the Chief Justice of

Hong Kong on the calibre of his Magistrates. A particular paper I had in mind was M on the attached files, though that was in some way overtaken by C, D and 9 E.

2. This collection should, however, serve as a peg for the letter to the Chief Justice, to which your minute of 7 September refers.
