At the same time I think we should make it clear that the

changes which the Governor has accepted, were made of his own

volition and not as the result of representations through us.

Justice already believe that the reprieve of Mr Tsoi was the

result of the lawyers' agitation in London. The habit of

appeal to us against the Governor's decision could be catching

and would be undesirable.

4. I submit a draft letter to Lord Gardiner accordingly.
