the already shaky confidence which is developing concerning U.K. political machinery. It could also make the position of H.E. the Governor extremely difficult.
I hope you will take these views, which repre- sent those of the large majority of Urban Councillors, into account when your Government is considering representation from minority opinion regarding this Colony's affairs. I . trust, also, that when the Urban Council Delegation visits U.K. later this year, it will have the opportunity to present the views of the Hong Kong public on this and other matters to the U.K. Government at an appropriate level.
