LETTER FROM MR NICHOLAS RIDLEY MP

1. Mr Nicholas Ridley MP wrote to Mr Royle on 25 June

forwarding a letter he has received from Mr John MacKenzie,

a member of the Urban Council, whom he met during his recent

visit to Hong Kong.

2. Mr MacKenzie is disturbed at possible intervention by

HMG in Hong Kong domestic affairs, following the Tsoi case,

over the new Hong Kong legislation designed to combat violent

crime. He hopes that the United Kingdom Government will not

be unduly influenced by the representations from 'Justice'

which only reflect vocal minority views in Hong Kong.

3.

I attach a draft reply. Legal Advisers concur.
