Fight Violent Crime Campaign

During the week, the papers commented on the following aspects of the

campaign.

1. The "Good citizen award scheme" is a very constructive idea.

It will encourage the public not only to help catch thugs but also to report crimes. We hope the scheme will gain wide support from various civic organisations. (Kung Sheung Evening News 2.6.73).

It is a good idea to make the campaign a long-term one. (Sing Tao Man Po 2.6.73). But the authorities must announce their plans and actions to prove that it is not just an empty promise. (Sing Tao Jih Po 4.6.73).

So far, publicity has emphasized how residents should handle the situation when they are being robbed or assaulted. It is more important to gain their confidence by telling them how police efficiency has been improved and how much help the police can offer to them. (Sing Tao Jih Po 4.6.73).

The authorities seem to be concerned only with the task of curbing crime with the help of the police, the law and punishment. They have paid little attention to the causes of crime and social factors. If this is so, their achievement will only be temporary. Juvenile delinquents are becoming an increasing menace to society. This is a social problem which reflects the failure of our education system. They seem to be challenging the campaign. Can the authorities deal with them more effectively? (Hong Kong Times 3.6.73, Ta Kung Po (communist press) 2.6.73).

Anti-corruption and anti-crime are not altogether two separate matters. They are in fact complementary to each other. (Kung Sheung Daily News 3.6.73) We are pleased to see from a recent case that the authorities concerned are determined to wipe out corrupt practices within the Government.
