CRIME AND PUNISHMENT IN HONG KONG
1.
Please see the attached Executive Council memorandum of 17 April considering measures against crime together with 5 draft Bills.
2. Hong Kong consulted us about these proposals in advance in the Deputy Colonial Secretary's letter to Mr Stuart dated 22 March. Andrew Stuart subsequently discussed this with you (your exchange of minutes dated 28/29 March refer). Mr Stuart then replied to Peter Lloyd on 30 karch commenting on the question of mandatory sentences of young persons.
3. Now that these measures have reached the stage of draft legislation, we should be grateful to know whether you have any comments on the proposals which you think should be put to the Hong Kong Government.
