from society for a long period because they are a menace to it,

they need to be provided with more recreational facilities,

better accommodation and food and less discipline than the

ordinary prisoner. This Bill will therefore not come into force

until such time as the necessary arrangements have been made

for the accommodation of this new class of prisoners.
