The Working Party considers (paragraph 6 of the Annex B)
that it would be appropriate to have one Board dealing with all these matters, but that it should be termed the Criminal Injuries Compensation Board or the Law Enforcement Injuries Compensa- tion Board according to whether the case under consideration stemmed from a crime of violence or from an action arising from law enforcement.

In discussions between officials on the Working Party's Report, a suggestion was made that persons injured when assisting the police should be compensated for their injuries on the Community Relief Trust Fund scale, and should also be eligible for an additional award for heroism or community spirit. This suggestion raises the wider question of whether a citizen, regardless of injury, should be awarded money by the Board for assisting in the prevention of crime. He may now be rewarded by the Commissioner of Police, but in practice the amounts awarded are small. It is thought that the suggestion merits further examination, but it is recommended that the Working Party's proposals, which relate only to compensation for death or injury, should meanwhile be accepted.

Statistics of persons injured in connection with crime during one month in 1972 confirm that the compensation costs of the scheme as revised in accordance with the further recommendations of the Working Party, would be about $2 million; but if the Community Relief Trust Fund rates are revised in accordance with proposals now being considered, the cost would be $3.3 million. Staff and on-costs for administering the scheme would be about $150,000.

Honourable Members will be asked to advise whether the further recommendations of the Working Party (as summarised in paragraph 4 above) should be accepted and whether, subject to the provision of funds by the Finance Committee of the Legislative Council, detailed planning of the scheme should proceed.
