At the same time it is in mind to strengthen our legislation in a number of ways. You may like advance notice of our intentions. I am therefore enclosing a draft Executive Council paper on the subject, with copies of the five short Bills referred to in the paper.
Both the paper itself and the Bills are still being considered by officials, and may be amended when all comments have been received. But I think that any amendments are likely to be of detail rather than of substance, and that what I now enclose thus should give you an accurate picture of our plans.
I will write again in due course, to keep you in touch with developments.
