III. Raising a Hue and Cry

Hong Kong Times (29.5.73) said that in order to make the publicity for 'raising a hue and cry''a success, the Government should do the following:

1. The Government should emphasize that citizens should only shout

for help when it is safe to do so or they will be putting themselves in danger.

What is the point of shouting if no policemen are available to help? The police force should be strengthened very urgently so that move policemen will be readily available to respond to "hue and cry" situations.
