We have been giving consideration to appointment
of Chief Justice if Roberts is not available. There is
not an outside candidate. We note your recommendation
in your tel under reference of Briggs, but in your
in Despatch of 4 August last you cluded Huggins as a
possible candidate. Your Despatch compared Huggins with
Roberts, but not with Briggs. We would be grateful for
a comparison between Briggs and Huggins and if we may
have your views by early telegram.
