You minuted about Mr Posnett's letter of 16 November on despatches from Governors. It is certainly true as far as this department is concerned. that despatches from Governors are read, commented on, replied to and printed as frequently as those from other posts. There may be a slight tendency to print them in the departmental series rather than for general distribution. But this is because they are liable to be of fairly narrow interest. In one recent case, last year's annual despatch from Hong Kong, it was decided that this was so important that it merited an official despatch in return. In the last 12 months we have suppressed only one despatch which we judged would not help the cause of the colony concerned.

1. I attach a letter which Mr Larmour has received from Mr Posnett, following our recent despatch about despatches.

The suggestion in the second paragraph of the letter surely reflects standard departmental practice. My belief is that the reason why so few Governors' despatches are printed is that there have been so few Governors' despatches.
