1. Sir Murray MacLehose's report of his first complete year

in Hong Kong is an admirable account of a successful and

dynamic period of administration.

2. Hong Kong has three main problems: its relations with

China; the adaptation of its colonial administration to a

growing and powerful economic society in Hong Kong; and the

involvement of its unenfranchised people in that society.

These problems are inescapable, and the first is largely

outside Hong Kong's control.

time to speed up the development of Hong Kong into a place

where the largely Chinese inhabitants wish to live, work and

belong.
