HONG KONG ANNUAL REVIEW

The Secretary of State's Despatch to the

Governor went in this morning's bag, and I have

sent a copy for printing in the normal manner.

The distribution for both Despatches is

"As for FCO (Secret) Whitehall (Secret) telegram

distribution and all Heads of Mission."

The FCO Secret/ WHi (Secret) distribution

includes all those who should see the despatch,

i.e. Ministers' private offices, under-secretaries,

heads of department, ODA, OPA, OLA.
