Mr Jordan said he
1. After welcoming Mr Jordan, Mr Royle asked whether there was
much anti-British feeling in Hong Kong and whether people there
realised the pressures on the UK Government.
thought the majority did not. Mr Royle said it would be a great
help if senior Hong Kong Civil Servants explained the problems
and pressures that influenced the formulation of British policy.
Although within the Foreign and Commonwealth Office there was a
wide feeling of support for Hong Kong, other departments in
Whitehall were subject to quite different pressures and these
had to be taken into consideration. Mr Jordan acknowledged that
it was important for the Hong Kong Government to retain
credibility vis-à-vis Her Majesty's Government.
2. Mr Royle said it was his impression that in the commercial
field, particularly textiles, Hong Kong industrialists cried
wolf too often. The Foreign and Commonwealth Office found itself
supporting a given line because according to Hong Kong interests
Often it did not prove so and Hong Kong
this was essential.
