HONG KONG'S INTERESTS IN THE COUNTRIES OF THE EEC

At a meeting on 10 December between Mr Royle and Mr Jordan, Director of Commerce and Industry, Hong Kong, the question arose of how best Hong Kong's interest could be looked after in the capitals of the Nine. attach a copy of paragraph 4 of the Minutes of the Meeting which covered this aspect.

As you will see, Mr Royle suggested that it might be possible for one office in the commercial section of each of our Embassies in the 8 capitals to be nominated to look after Hong Kong's interests. There will be clear advantages in this system from the Hong Kong Government's point of view since it would ensure that one member of the staff at least would be au fait with Hong Kong matters. Clearly, however, there are other implications, notably the question of staff. The Hong Kong Government's interests in trade with Europe are of such importance to them that it is possible that this job might tend to fill the major portion of any one officer's time. Mr Royle said he did not think it would be possible to appoint more personnel for this purpose.

3. To proceed further, I think it would be necessary to call a meeting of the departments concerned, ie EID (External), WED, Republic of Ireland Department, TRED, POD and possibly PPD.

If you agree, I suggest a minute on the lines of this one to these departments suggesting a time and a place.
