The British Textile Confederation have asked us to negotiate with the Community to secure retention of our present system of cotton yarns quotas on low-cost sources until the end of 1976. I attach a copy of the paper they have submitted in support of their request and a

draft submission to Ministers on the issues raised.

We are recommending that the industry's proposal should be accepted.

I doubt whether it is necessary for the Working Party to meet to discuss the submission and would welcome comments (to R Hope Ext 737 or J Fownall Ext 725) on the draft by Friday October 26.
