Relatively generous quotas might be set for the lesser "uncategorized" suppliers in order to achieve a non-discriminatory scheme, but resist the expected pressures from the Commmity to abolish quotas for all excent the principal suppliers India, Pakistan and Hong Kong. A summary of conclusions with muggested gnotas for the three years concerned for the countries affected would be circulated as soon as possible. It was hoped to get the submission up to Ministers during the following week, so that a positive line could be taken by the Secretary of State on this topical issue at his meeting with the BTEA on 12 November.
