(a) We must on the other hand recommise that we have n
definite EC obligation to end the restrictions on
31 December, unless we get a further dero, ation, and we must at least commit ourselves to attaining liberalinatio over a short period, and making real progress towers it
in the meantime.
(e) By phasing out the quota restrictions over three years
we should be observing the procedure for liberalising unjustified existing restraints in general which we think should be included in the new GATT agreement. This in contrast to precipitate liberalisation, would help tɔ show our Community partners that liberalisation can be carried out in an orderly and undisruptive manner under
such a GATT procedure.
