I now attach a revised draft DTI submission which
You will see I promised in my minute of 14 November.

that it generally follows the line which was foreseen and I recommend that we should accept it.

The 1973 quotas for cotton yarn are as follows (in metric tons):

The figures given in the table on page 5 of the submission are the same as these except in the case of Hong Kong where it is higher (for reasons which I think not even the UTI understand however let us not
complain). These quotas are to be increased by 25% in 1974, by 50% in 1975, by 80% in 1976 with complete liberalisation in 1977. I do not believe that we shall receive any complaints from the countries concerned. I recommend therefore that we should accept the paper as drafted. Would you please let me know as soon as possible if you agree.
