like terms for the 18 month period from 1 January 1973

to 30 June 1974, and a proportionate increase for the

restraint limits and consultation levels to take account

of the longer period. The increased basic limits and

consultation levels are annexed hereto.

4.

Furthermore, in giving this unilateral

undertaking, the Commerce and Industry Department, Hong

Kong, reserves the right to increase the limits and levels subsequently by not less than 2% on an annual basis as

provided for in the Memorandum of Understanding; to

increase the limits for any categories by 4% where actual

export performance by 31 December 1973 so warrants.
