I minuted to you on this subject on 23 November and sought your agreement to our acceptance of a UTI submission about their proposal to phase out restraints on cotton yarn over the next three years instead of terminating them completely at the end of this year as we are required to do under ELC regulations.

2. In the event you will wish to know that neither we (TRED) nor any of the geographical departments in the FC raised any objection to the TI proposal. However

EID(E) have raised objections; you may wish to see a copy of Mr Butler's letter to the DTI attached.

I understand from the DTI that their proposal has now been approved by Mr Chataway. The next move will be (I imagine) for their Minister to write to ours when we can again formally consider the FCO position.
