NOTHING TO BE WRITTEN IN THIS MARGIN
mutually satisfactory outcome of these problems is
reached, we look to the Government information
services in Hong Kong to put this across in such a
way that the result is an improvement of our general
relations.
8*
This is of course an ideal pattern, which often
does not work in practice. But the alternative would
be to allow ourselves to get into an adversary
situation which could in the end make the Governor's
job impossible. The result of this caution may
sometimes be that the British case goes publicly
unheard, or is insufficiently understood in Hong Kong.
But this is a situation which I think we can live
with.in the short term. The new Governor has after
all been in Hong Kong for less than two years.
