1. I have seen Sir Fatrick Reilly's letter of 31 October to the PUS, together with Mr Ballentyne's comments, with which I agree.

2. The lesson to be learnt from the misunderstanding at Osaka is perhaps that the FCO should be a little more closely involved with the planning of visits like this, if concrete help is to be expected from FCO posts abroad. My only involvement with the visit was to be invited (at fairly short notice) to address the Mission members for a few minutes on the subject of our general relations with Japan.
