You will have heard no doubt through Pat Dodge of the Commission's decision of 30 April 1973 authorising the French not to apply Community treatment to garments of non-cotton textiles falling within certain headings. This derogation was made under Article 115, by which in this instance the French are able to qualify free. circulation for those products which they have always restricted.
I have just received the attached copies of the Decision and forward them to you for whatever action you consider appropriate.
