I. Background
1.
In September 1972 the Commission submitted a communication to the Council concerning the uniformisat- ion of the import treatment for synthetic fibre, artificial and woollen textiles I/121/72 (COMER 56) 7. It proposed the uniformisation of the commercial policy of the Community for these products, subject to the negotiation of agreements on voluntary restraint covering a limited number of sensitive products with those third countries whose exports might cause serious market distortions within the EEC (Japan, Taiwan, South Korea, Hong Kong and possibly Macao).
