Your tel No 368 of 4 April.

EEC RESTRAINTS ON NON-COTTON IMPORTS

1.

The date of the next Community meeting to

discuss this matter, changed from 10 April to

2 May, has now been changed again to 16 April.

It appears that some urgency has returned and there

is likely to be pressure from the Commission on

all member states for prompt agreement on a mandate

to negotiate with Hong Kong.

While we appreciate your difficulties we must

leave to your judgement whether or not a unilateral

gesture to Benelux would still serve a useful

purpose.

Our assessment is that Benelux is

probably unwilling to let the matter drop or drift

without a mandate being granted.
