e owe a reply to Hong Kong's telegrams nos. 428 and 429 of 24 April. No date for a further meeting in Brussels to discuss Hong Kong textiles has yet been fixed so there is no great urgency. The DTI propose, and I agree, that the reply can go by letter. You will have seen Robin Hope's letter to Mark Goodfellow setting out his ideas for a reply, and I have turned this into the attached draft. fhile there is no great urgency I would suggest it advisable to despatch the letter in Friday's bag..

You will also have seen UKREP Brussels telegram no 2268 of 3 May in which they propose going to the Commission to discuss conversion factors. I spoke to Miss Lowne who said she was perfectly happy with such an approach. It was no good discussing this problem in the context of Hong Kong/German or Hong Kong/ Benelux textile trade as and when the subject arose. It was much better to approach the Commission direct to seek a solution to the problem. I have amended Robin Hope's letter to take this into account, as in the last paragraph of the draft.

With the despatch of this letter the only outstanding point will be a reply to paragraph 7 of UKREP Brussels telegram no. 2270 of 3 ay. As Mr Hope is at present on leave, I am going to see Miss Lowne tomorrow morning to discuss the form of a reply.
