In FCO telegrams to Hong Kong numbers 1144 and 1143 we

gave respectively the text of Mr Royle's answer to the inspired

PQ from Mr Hordern on this subject, and our suggestions for

tackling publicity.

2. I attach a copy of the Hong Kong Government Daily

Information Bulletin which issued on 10 November together with

extracts from local Hong Kong papers which have been sent to us

by Mr Aston. They are uniformly good and mostly carry the full

text of Mr Royle's reply. Headlines and comment highlight the

beneficial aspects of the UK action in Brussels.
