SIR ROBIN TURTON'S PQ: HONG KONG AND THE EEC GSP

1. We discussed on the telephone the revised answer which

Mr Davies wants to give to Sir Robin Turton's Question.

2. I have spoken about this with Mr Pakenham and

Mr Carruthers in Mr Davies' office. Mr Davies does not

wish to use the words "press resolutely" although it was

he who used them in the first place, when he made his

statement to the Council of Ministers. He now considers

that "resolutely" is too emotive a word. You and I agreed,

however, that to use any weaker phrasing now, since the

word "resolutely" was also used in Mr Royle's answer to

Mr Hordern, would be seen as implying a weakening in our

resolve to press Hong Kong's case.
