I attach a draft of a paper which I hope you will be
prepared to submit to the Ministerial Committee on Europe.
This will have to be done this week.
You will have seen my minute to the Secretary of State
about this. I recognise the problems on the European side
which are recorded in the attached record of the office
meeting which I believe you have seen. But this is a matter
of great importance to our interests in Hong Kong, in which
the credibility of the assurances given by Mr. Rippon in
1971 is at stake.
I hope, therefore, that, if there is resistance to
what we propose in the Ministerial Meeting, you will be
prepared to reserve your position so that the Secretary of
State could be asked to pursue the matter further in Cabinet.
