Mr Rippon promised two things to Hong Kong. He said

that we would pursue the aim of eliminating discrimination

against Hong Kong "both before enlargement, in our technical

contacts on the adaptation of our scheme to that of the

Community, and after enlargement in the annual Reviews in

which we shall participate as full members" The first of

these implies an undertaking to argue the matter now before

we align with the Community's GSP on 1 January. The second

suggests that, if we do this and fail, we should revert to

the question in the Annual Reviews in which we shall parti-

cipate after we have aligned.

3. In our departmental meeting with Mr Royle on 28 September

the European side suggested that we should not argue Hong

Kong's case before 1 January 1974, but should be prepared to

do so thereafter in the Annual Review The Hong Kong side,

however, urged that the political damage arising from

discrimination by us against our own colony would arise at
