pursue this aim (of eliminating discrimination

against Hong Kong) both before enlargement in our

technical contacts on the adaptation of our scheme

to that of the Community and after enlargement in

the annual reviews in which we shall participate as

(BRUSSELS Telegram CODER 1) the

"In a further telegram¡to the

Governor dated 2 February 1971, Mr Rippon repeated

this, and expressed confidence that there would be

"good opportunities" to work for the objective of

non-discrimination, and that we would take advantage

of them.

Before this Sir Con O'Neill had expressed the

view, in his telegram from Brussels (No CODEL 18) of

12 January 1971, that ... 11 acceptance at this stage

of the Community offer would in no sense close the

door to subsequently improving Hong Kong's access

the enlarged Community under the scheme. It will

of course be necessary for us to discuss at a later

stage with the Community the technical adaptations to

this scheme that will be necessary to take account

of its extension to an enlarged Community. And they

themselves have referred to the annual examinations

of the Community scheme which will take place and in

which we shall participate after enlargement as full

members of the Community. Both these procedures

should provide much better opportunities than are

offered at the present to influence the Community

scheme in a way helpful to Hong Kong."

5. We are committed (Protocol 23 of the Treaty of

Accession) to align with the EEC's GSP as from
