to expose, for example, the fallacy of his theory that control in value of weight would force shippers into the cheap end fall on deaf ears. I left him promising to consider very seriously the frequently rehearsed points I had made about the need for meaningful units; and promising also that Germany would not stand in the way of the present Commission study on the subject; but I fear he was not convinced.
In closing, let me say that I also had a word last week with Tiemensma of the Netherlands who expressed himself well contented with the attitude now being adopted by the Commission and with the concept of restraints in units or by means of meaningful conversion factors.
