Liz Lowme has asked me to thank you for your interesting letter of 8 August, and I hasten to assure you that there was nothing sinister in my remark

to Walter Pacht about the complexities of this subject. As far as I remember, I merely wanted to disabuse him of any idea he might have that one only has to take a decision to express things in one way or the other, and all problems then disappear.

But the important thing is the encouraging change in Commission attitudes. DG III study is welcome. If a small expert group is set up we shall be ready to contribute whatever we can.

I share your dislike of the ideas which Friedrich has been expressing. Jack logic, consistency, practicality and (as you say) a sense of responsibility towards traders. Let us hope there are other parts of his grand design to which he attaches more importance.
