8. In these circumstances the following courses of action appear to be open to us

Rejection of the Commission proposal
Early acceptance, subject only to the working out of details in ways satisfactory to us
Resistance, accompanied by counter proposals concerning our over-riding objectives in the field of textile policy in the enlarged Community.
We think that flat rejection of the proposal would be unproductive; we also believe that simple acceptance would mean missing a good opportunity to exert pressure for a more communautaire approach to textile policy in general. The third course, qualified resistance, is the one we believe should be followed. Our tactical aim would be to achieve recognition by our partners and the Commission of the need for real progress towards a unified market for textiles, as the price for our eventual acceptance of the GSP proposal.
