Until we have some firm indications from our partners and the Commission that a programme for movement towards this goal has been adopted, proposals about UK involvement in tariff preferences must continue to present us with serious difficulties. We cannot accept the GPS proposal that has been made to us. But we might be able to consider UK alignment to GPS from 1 January 1974 in terms of gradual progress from nil from that date to the levels of tariff quotas appropriate for us, timed to co-incide with and conditional upon gradual progress by the Community from quantitative quotas divided up into national shares to a system of genuine community quotas. We would be interested to hear the Commissions reactions to this idea of gradualism in the light of the study of our overall proposals that they will want to make.
