Thank you for your letter of 6 November about this Bill.

My own impression is that the Bill, as currently drafted. would enable Hong Kong to ratify Convention No 98 in full. · The best way to test this, it seems to me, is to use my personal link with Valticos at the ILO and ask him to look at the legislation and let us have his views on a strictly unofficial basis. This is a procedure I have found helpful in the past. I will let you know the outcome.
