BRIEF FOR MR ANTHONY ROYLE'S MEETING WITH MR CLIVE JENKINS, GENERAL SECRETARY OF THE ASSOCIATION OF SCIENTIFIC TECHNICAL AND MANAGERIAL STAFFS (ASTMS) ABOUT THE INDUSTRIAL RELATIONS
SITUATION IN HONG KONG

1. Mr Clive Jenkins, General Secretary of the ASTMS, will be
seeing Mr Royle on 20 February at 3:30 pm to discuss labour
affairs in Hong Kong.
Background
2. The meeting has been arranged at the request of Mr Jenkins who
wrote to the Parliamentary Under-Secretary on 6 February.
Mr Jenkins was in Hong Kong from 29 December for about ten days
whilst en route to Australia. He did not contact any officials of
the Hong Kong Government. He now wishes to discuss developments
which have occurred there since he last saw Mr Royle on 14 December
1970.
3. Mr Jenkins' interest in Hong Kong is not new. It derives in
part from the fact that a branch of the ASTMS was registered as a
trade union in the Colony in February 1970. Its main strength was
achieved in the Hong Kong Aircraft Engineering Company Limited
(HAECO) where it claimed a membership of 67 expatriates and non-
expatriates, in May 1970. The ASTMS branch claimed recognition
from the Company, ie full negotiating rights, but the management
was unwilling to concede more than participation in informal
discussions on fringe matters such as medical benefits, facilities
for staff, etc. The resulting position was discussed at two
meetings with Mr Jenkins in the FCO the first with officials in
May and the second with the Parliamentary Under-Secretary in
