Secondly, there is an urgent need for machinery to determine recognition, the character of any organisation seeking to be a bargaining agent then to lay an obligation upon an employer to bargain in good faith. But, as a step forward a declaration by the Governor that it was desirable for there to be a free and democratic collective bargaining to negotiate the kind of contract which adequately represents the staffs concerned, would be highly desirable.
