HONG KONG TRADE UNION AFFAIRS AND MR CLIVE JENKINS
1. You will recall that Mr Jenkins, accompanied by Mr McCusker, an Assistant General Secretary of ASTMS, saw Mr Royle on 20 February in connection with proposals by Mr Jenkins' union to set up a Branch in Hong Kong. The various points made are set out in our telegram No.195 of 21 February and need not be repeated here.
2. We have now received from Mr Jenkins the promised memorandum, a copy of which we undertook to forward to the Hong Kong Government when we received it.
3. I think the first step is to acknowledge hr Jenkins' letter and I have placed a draft under which, subject to your concurrence, might be submitted to ir Royle's office. You may agree that in transmitting the memorandum to Hong Kong, a copy of Mr Royle's letter should also be sent.
You may also agree that correspondence and action should be initiated on your papers.
