I attach a draft submission to Mr Royle enclosing

a draft letter to Mr Jenkins. This is in reply to

Mr Jenkins' letter of 8 March, in which he outlines proposals for the development of industrial relations

machinery in Hong Kong.

2. The file containing Mr Foggon's report on his visit

to Hong Kong in December 1971 is temporarily

unavailable. I will therefore let you have a draft

letter to the Hong Kong Government, forwarding a copy of Mr Jenkins' letter, as soon as the file becomes

available.
