saying that we will study his proposals carefully
and that in the meantime we are seeking the views
of the Hong Kong Government.

George Foggon has made some preliminary comments
on Mr Jenkins' proposals, in particular drawing
attention to the recommendations he made in paragraph
7 of the report on his visit to Hong Kong in
December 1971. He has briefly summarised these
recommendations as follows:-
(a) The new Ordinance should provide a statutory
basis for conciliation and voluntary
(b)
arbitration and make provision for the
setting up, where appropriate, of Boards
of Inquiry in connection with trade disputes.
Improvements in industrial relations
machinery in theprincipal essential services.
