"working hours" means, in relation to an
employee, any time when, in accordance
with his contract with his employer,
he is required to be at work.".
Explanatory Memorandum
This Bill is designed to give effect to certain
provisions of the International Labour Convention No. 98.

It seeks to confer certain rights on employees, whether or not they are employed by way of manual labour and irrespective of the amount of their wages, and to protect them from action by employers which is intended to prevent the employees from exercising those rights.

The rights are -
(a) the right to become a member or an officer of a
registered trade union;
(b) the right to take part at any appropriate time
in its activities; and
(c) the right to associate with other persons for
the purpose of forming and registering a trade
union.
