The Council ADVISED and the Governor ORDERED:

(a) that the British Government should now be

informed that Hong Kong will participate in the unilateral offer made in the Declaration of 6th September 1973, on the lines set out in paragraphs 3-5 of the memorandum;

(b) that publicity should be handled on the basis

of (a) to (e) in paragraph 7 of the memorandum.

The Council stated that its advice that Hong Kong should participate in the unilateral offer was given with reluctance.
