NOTE
Following my visit to Hong Kong, I have put down a few thoughts, such as they are, on financial management and institutions. The attached paper is a purely personal one, and is not to be thought of as representing an FCO view. I showed a copy to Russell Barratt before he left for his visit to Hong Kong, but otherwise I have given it no distri- bution outside the Office here. I do not, of course, have it in mind that it should go to Hong Kong at any time.
I would like to think of it as a contribution to the consideration of the range of problems which was tackled in Douglas Stone's most interesting paper earlier this year. I am conscious that those problems are very much more in your line of country than in mine. But if you have any comments, or see any merit in further discussion, I should be very pleased to hear from you.
