At the meeting which David Walker held on 26 November it was agreed that the Treasury would draft a telegram in the light of the discussion.

A draft is attached and I should be grateful for your urgent comments. You will see that, after discussion with Barratt, we have suggested that some of the points might best be made in a separate semi-official message to Haddon-Cave.

I am sending copies to Barber at the Bank and to Holland, Stuart, Aust and Lewty at the FCO.
