I attach below a draft telegram which there would in our view be merit in getting off to the Governor immediately. information sought is information which we need (and which Haddon-Cave has already been asked for) for assessment of our response to telegram No /117.

The second

paragraph of the draft telegram covers the obvious point that, if we were to make a concession, the problem of its presentation would be very serious and, indeed, it might be felt that the

presentational problem is so great as to preclude any concession on these lines.

I am copying this letter to Miss Pestell and to Barber at the Bank of England.
