Honourable Members will be asked to advise:
whether the Hong Kong Government's response to the British Government's Declaration of 6th September should be along the lines suggested in paragraph above;
and to note:

that careful consideration will have to be given to the public relations aspects in order to meet both local political considerations and yet not disturb the foreign exchange markets.
(The Solicitor General (Mr G. C. THORNTON), the Accountant General (Acting) (Mr F. CRABB) and the Principal Assistant Financial Secretary (3) (Mr A.D. OCKENDEN) will attend before the Council for the discussion of this item).
